AGC of Utah: Ogden City Site Safety Plan Update

Ogden Update

Last year, the AGC of Utah, along with Ogden City officials and our contracting members, met to address fire safety concerns within the Ogden City community. We’ve now received the following official notification from the Ogden Fire Department, which reflects some of that prior dialogue and input.

Effective August 13, 2025, Ogden City has implemented enhanced Site Safety Plan Requirements for all ongoing commercial, elevated, and multi-unit residential construction projects (including townhomes) within city limits. These requirements are intended to ensure compliance with the 2021 International Fire Code (IFC) and to safeguard life, property, and operations during construction and demolition.

Key requirements include:

  • Perimeter fencing (minimum 6 feet) with lockable gates for all vehicle and pedestrian access points
  • Secured first-floor openings to prevent unauthorized access
  • Unobstructed emergency access roads at all times
  • Fire protection measures including accessible and inspected fire extinguishers, daily removal of combustible waste, and designated smoking areas only
  • Standpipe installation prior to construction exceeding 40 feet in height
  • Surveillance and/or fire watch as determined by the fire code official

Enforcement: Failure to comply will result in immediate stop-work orders, permit revocation, and potential civil penalties as permitted under the 2021 IFC. Compliance will be verified by the Fire Marshal’s Office through scheduled and unannounced inspections.
